Forming a USRC Club

Interested in forming a USRC club?

A. Forming a USRC Club
1. A request to form a club shall be delivered to the Membership Officer in writing by mail or fax.
a. This request must be signed by two USRC members in good standing and be accompanied by payment of
$50.00. This charge will be deducted from future club dues.
b. USRC Forming Clubs shall be listed on the website for two years.
c. If no action towards Provisional status has been taken after two years, the club shall be considered dissolved and the $50.00 deposit retained by USRC.

B. Becoming a Provisional Club
1. To become a USRC provisional club a club must:
a. Notify the Regional Director of intent to form a club.
b. Have 5 or more people over the age of eighteen (18). All club members must be members of USRC.
c. Have Club Officers.
d. Have a contact person for the club. This name will be listed as the club contact in the USRC Magazine.
e. Have a club name that includes the word ROTTWEILER.
f. The club name should not cover too great a geographical area (i.e. Pacific Northwest Club would not be good)
g. Name should not conflict with any existing USRC club names or initials
h. Once the club is voted in as a provisional or full member club, the name or acronym associated with the
member USRC club can only be used in association with USRC sanctioned events.
i. Have a Constitution and Bylaws.
j. Have club liability insurance.
k. Pay to USRC an annual membership fee. The USRC membership fee is due at the time of application, and on
January 1 of every year thereafter regardless of club status (Provisional or Full Member).
l. Three of the Club’s Officers must sign the statement guaranteeing observance of USRC Constitution, Bylaws
and Rules.
m. At least one club member should be familiar with a USRC Conformation Show, a Breed Suitability Test and a
Schutzhund Trial.

2. The following items must be submitted to the Regional Director:
a. The Name of the Forming Club.
b. A copy of the Forming Club’s Constitution and Bylaws.
c. Annual membership fee or proof of payment made electronically.
d. Proof of club liability insurance.
e. List of all the Forming Club’s members with addresses and phone numbers. (minimum of 5 adults)
f. List of the Forming Club’s Officers.
g. Name, address and phone number of contact person for the club.
h. Signed Observance Agreement form.
i. Individual membership dues for any members who are not already members of USRC.

3. Upon receipt of the above items the Regional Director shall forward a copy of the list of the Forming Club’s
members with their addresses and phone numbers showing club officers and the club contact person and 2 copies
of the signed Forming Club Checklist to the Membership Officer.

4. The Membership Officer shall verify membership of all listed Forming Club’s members. The Membership Officer will
sign and return the Forming Club Checklist to the Regional Director.

5. Upon receipt of the Forming Club Checklist signed by the Membership Officer, the Regional Director shall request a
vote at the next Board Meeting or send out a mail ballot to the Board of Directors requesting the club’s Provisional
Status. The mail ballot shall include the signed Forming Club Checklist and the list of the Forming Club’s officers,
members and club contact person with their addresses and phone numbers.

6. The USRC Secretary shall notify the Regional Director of the results of the mail ballot. The Regional Director shall
immediately notify the club of the results.

C. Becoming a Full Member Club
1. To become a USRC Full member club a Provisional Club must:
a. Demonstrate satisfactory knowledge and ability to conduct USRC sanctioned events in accordance with USRC
Rules.
b. Be recommended by an appropriate USRC representative who is not a member of the Provisional Club.
c. Be current in all dues and obligations including, but not limited to monies due from the Sanctioning Show, Fees
or Annual Dues.
d. Have and maintain five (5) full adult members.
e. Show proof of club liability insurance.

2. The Regional Director or a person designated by the Regional Director shall attend the Sanctioning Show and
prepare a report on the show.

3. Upon receipt of the Provisional Club’s Sanctioning show paperwork and fees, the Administrator of Records will send
the completed and signed Statement of Sanctioning Show Completion to the Regional Director.

4. The Regional Director shall request a vote at the next Board Meeting, or send out a mail ballot to the Board of
Directors, requesting their vote of approval to move the Provisional Club to Full Member Club status. The ballot or
vote shall include a letter of recommendation from the Regional Director and the report on the Provisional Club’s
Sanctioning Show.

5. The USRC Secretary shall notify the Regional Director of the results of the mail ballot. The Regional Director shall
immediately notify the club of the results.
