USRC Breeding Regulations

A. General
1. USRC members shall adhere to the FCI breed standard. No member’s dog may be bred that does not conform to the FCI Standard Nr.147/19.06.2000 and is free of disqualifying faults. No member’s dog may be bred to any other dog that does not also conform to the Breed Standard. Docked dogs born prior to Jan 1, 2012 may be bred and bred to. USRC members may not dock tails.

2. At the time of breeding the female must be at least two years old and less than nine years old. The male must be at least two years old and less than ten years old. Exceptions to the maximum age are possible upon agreement with the Breed Committee.

3. Prior to breeding all dogs must have a USRC recognized hip rating. The dog must have been certified Free, HD+/-,
HD A or HD B for hip dysplasia by OFA or an FCI member kennel club. Dogs with HD+ hip ratings from the ADRK
may only be bred if they have been deemed breedable at an ADRK Ztp. The HD+ hip rating must be disclosed on
any and all advertisement related to the dog.

4. Males may not breed more than two females in one week and not more than 40 females in one year. Females are
allowed only one litter per year. Exceptions are possible upon agreement with the Breed Committee.

5. Dogs deemed unbreedable at a USRC recognized breed test may not be bred.

6. These USRC Breeding Regulations apply to all USRC members and their dogs.

7. All breedings by USRC Executive Board members must have at least one parent with a USRC recognized breed test. Effective January 1, 2011, all breedings by all USRC members must have at least one parent with a USRC recognized breed test.

8. Any breeding that takes place in violation of these rules must be reported immediately upon discovery to the Breed and BST committee, and will be subject to disciplinary action. Any advertisement of an accidental litter by a USRC member that also violates USRC breeding regulations must clearly state the following information in the advertisement;
1. The breeding was accidental and the accidental breeding was reported to the Breed/BST committee
3. The reason the breeding is a violation of the USRC breeding regulations (i.e. underage dog, lack of hip rating, disqualifying fault according to the breed standard etc).

B. Disciplinary Action for Breeding Regulation Infringements
The following disciplinary actions will be administered to all member owners and co-owners by the Breed and BST committee upon confirmed report of breeding regulation infringements. All letters of reprimand, fines or suspensions shall be published in the USRC magazine and in a public area of the USRC website.

Breeding Violations Notices

1. Accidental breedings shall be reported by the breeder to the Breed and BST committee upon detection of
pregnancy. The Breed and BST committee will collect all available information, review the circumstances of the breeding and verify to the best of its ability that the breeding was accidental. The first such breeding within a 10 year period shall receive a letter of reprimand from the Head Breed Warden. A second occurrence within a period of 10 years shall result in a mandatory fine of $500 payable within 30 days. If said fine is not received within 30 days, membership shall be automatically revoked for a period of two years and renewal will not be permitted until the fine has been paid. Further occurrences at any time shall be submitted by the Breed and BST committee to the Secretary for filing with the Board of Inquiry and discipline shall be in the form of suspension of membership for a time frame determined by the Executive or General Board.

2. An underage, out of standard or non-hip certified breeding, which is not reported as accidental, shall result in a
mandatory fine of $500 payable within 30 days. If said fine is not received within 30 days, membership shall be automatically revoked for a period of two years and renewal will not be permitted until the fine has been paid. Evidence of further occurrences shall be submitted by the Breed and BST committee to the Secretary for filing with the Board of Inquiry, with a recommendation of lifetime suspension.

3. Breeders who knowingly violate the breeding frequency restrictions detailed above, and whose dogs meet all other USRC breeding requirements, shall receive a letter of reprimand from the Head Breed Warden upon first occurrence within a 10 year period. A second occurrence within a period of ten years shall result in a mandatory fine of $500 payable within 30 days. If said fine is not received within 30 days, membership shall be automatically revoked for a period of two years and renewal will not be permitted until the fine has been paid. Further occurrences shall result in a mandatory fine of $1000 for each occurrence payable within 30 days. If said fine is not received within 30 days, membership shall be automatically revoked for a period of five years and renewal will not be permitted until the fine has been paid.

4. A USRC member who docks any Rottweiler will receive a warning letter for a first offense. Discipline for docking, after receipt of a warning letter, will begin with a $100 fine, to be followed by a $500 fine for the second offense, to be followed by expulsion from USRC for the third offense. Each violation will be printed in the USRC Magazine
